Returning Whenua to Iwi: A Tāmaki Makaurau Case Study

A collaborative approach to Treaty settlement land acquisition delivered lasting outcomes for whānau across three hapū in the Auckland isthmus.

Background

In 2019, three hapū within the Tāmaki Makaurau region came together to pursue a joint land acquisition strategy. The initiative sought to address historical grievances while creating opportunities for future generations.

"The whenua doesn't just represent property — it represents identity, history, and a pathway forward for our mokopuna."

Our Role

Pupuke Consulting was engaged to provide strategic advisory services across due diligence, negotiation support, and regulatory navigation. Our team worked alongside hapū leadership to ensure cultural values remained central to every decision.

Key Activities

  • Comprehensive land assessment covering 12 potential sites across the Auckland isthmus
  • Coordination with the Office of Treaty Settlements on Crown land transfers
  • Financial modelling for mixed-use development scenarios
  • Community engagement and hui facilitation with over 400 whānau members

Outcomes

The collaborative approach delivered lasting outcomes: three separate whenua acquisitions totalling 45 hectares, a unified development framework, and a governance structure that ensures ongoing hapū involvement in decision-making.

This case study demonstrates the power of collective action when hapū work together with experienced advisors who understand both the commercial landscape and the cultural imperatives that drive Māori land aspirations.
